is it agenst the law for a parent of a 19 year old to take his video games

It is against the law to take any adult's property regardless of your parental status. However, the question then becomes whose property is it? Are they gifts that you gave him, then they are his property. If they are your video games and let him play them, then they are yours to take back. If in doubt, call an attorney.
