Appeal Withdrawn
If an appeal was withdrawn because of ''no arguable merit'', and the time frame to file additional briefs was missed because of an uncontrolable circumstance(he was in and out of the RMC during that time frame)...can the inmate still file again?

Thanks for you question. Statutes provide specific time limits to file motions and take other action. One of the requirements of a proper motion is that it be timely filed. Generally, once a deadline to file is missed, there is not much one can do.
