appealing court of last resort verdict

This is a two-part question I have. If someone is convicted of a felony with a guilty verdict from his state court of last resort can he appeal the verdict to a federal court? He did raise the question of whether or not his attorney gave him effective assistance, but the state court upheld their ruling. Second, to what federal court can he appeal to if any?

No. The Florida Supreme Court is generally the last court an individual can appeal to with very few exceptions.
