what recourse does someone have if they find out a deputy lied to a judge to get an arrest warrant?

Report this to your defense lawyer. Any evidence that resulted from the arrest, such as statements made to the police, may be thrown out. In addition, if the deputy is called as a witness in the case, this will severly undermine his or her credibility.
