can someone be arrested and charged for a crime on just the word of an eye witness and no other evidence?

Yes. They can be arrested and charged. However, being convicted of the offense is an entirely different thing. Often, though, if you get a lawyer involved early enough, the attorney may be successful working a deal with the state to avoid charges, or to get them to file reduced charges.
