Was I arrested?

I was cited for breaking FL law 800.03 and mirandized. However, I was never handcuffed or taken to the police station. After he took my statement, I was free to go. I can't remember if he said I was under arrest or not. What do you think?

If you received a notice to appear you were arrested.

It depends on what you mean by "cited." Were you given a ticket? There can be a "custodial" arrest, where you are taken to jail, and a non-custodial arrest, also known as a PTA - Promise to Appear. It sounds like that is what happened. Does the citation you were given have a future court date on it?
