Legal Question in Criminal Law in Florida

was arrested in Fl should of had charges dropped. then they come out with a charge of poss. of a firearm by conv. fellon he was arrested in IL in 1994. he was charged with a fellony charge but never convicted the charges were dropped and he was ROR'd but FL says it was a convection and they are waiting for fax from IL by the time he goes to court he will be in 80 something days for a mistermeanor what is taken so long and who could i contact for help in this matter?
