Legal Question in Criminal Law in Florida

I was arrested in 2008 for 2nd degree manufacturing in Alabama. I was45 yrsold with never so much as a traffic ticket before or since. I was basically in a car with a relative up to no good. I blind pleaded to avoid a trial and being possibly linked I with the said relative. I finished outpatient rehab and probation successfully in 2012. I served no jail time. In 2016 I moved to Florida to become a live-in caregiver for a friend on section 8. I was denied because of my past felony. (I told them and did not lie, and they sent off my fingerprints) I am wondering if getting an expungement would then allow me to be approved. Also which state should I apply to, Alabama where the arrest occurred or in Florida where I now reside. Thank you, G. Brent
