What is an Arthur hearing and what is the purpose of an Arthur hearing?

An Arthur hearing is a bond hearing filed in cases where the defendant is not charged with a 1st degree felony punishable by life in prison. The purpose of the hearing is to determine what amount of bond (if any) and what conditions of bond (if any) are appropriate.
