how to i avoid getting my license suspended when i didnt have the money in time to pay my fines, but i do now to start a payment plan before it gets suspended

You can petition the judge to give you more time to pay your fees. You will have to set a hearing time for that. Usually this can be done by calling the Judicial Assistant.

Most Judges in this scenario should be understanding and will make an effort to accept payment plans in lieu of suspending your license. As the other gentleman said, you will need a hearing date for this.
