Legal Question in Criminal Law in Florida

Back in 2003-2004 i discovered that my father was writing checks for his personal us and misappropriating funds on a construction loan. He was on the checking account but was not in my corporation. I lived out of state and entrusted him to oversee the construction of building spec homes in florida. He is not a contractor but was able to operate as one by using someone elses license, there were forgeries, workmans comp insurance fraud ,kickbacks from employees and subcontractors he hired.Along with income tax fraud. When i became aware of all this and was told all these were felonies i filed over 80 affividates to local police.state attorney's office, dept of insurance and professional board of regulations. He was never arrested no one did anything. my question is why? the laws are there so why were they not enforced?

No one can get in the mind of the state attorney's decision on whether or not to file charges. It could be that maybe they felt there wasn't enough to prove beyond a reasonable doubt. It could be that there was cooperation. It could be a statute of limitations issue. Try contacting the state attorney's office and ask them why there was not prosecution. That's the only way you will know for sure.
