The Michigan judge still has jurisdiction over the probation, despite the fact that he's being supervised in Florida. depending on the nature of the violation, an attorney in Florida might be able to negotiate something without him being arrested here and wait to be transported. Otherwise, it might be best for him to surrender in Michigan and deal with it there.

Again, a Florida lawyer, anywhere in the state can handle this.

It remains a Michigan case so it will most likely have to be handled in Michigan. The charge you have described isn't a crime in Florida. If you contact an attorney in the jurisdiction of the violation they may be able to handle the case with minimal contact with michigan.
