Legal Question in Criminal Law in Florida
I have a business partnership with one other person. We both are signers on the bank checking account and my partner is claiming i stole from him because i wrote advances to myself for work i had done. is this a criminal offense or a civil issue?

It is a civil issue. He is alleging that you embezzelled from the company rather than compensated yourself for work performed. Because you drew on an account which has both of your names on it, and there is no forgery involved, it is a civil issue. The police will not get involed, and neither will the FBI or State Attorney General, unless there is MUCH more to this story. Under ordinary circumstances, he will need to sue you in civil court to get the money back.
