I need to know if I can have a case exspunged or sealed that includes a charge (no conviction) of Scheme to Defruad?

You said no conviction. Does that mean the case was dismissed, or that you got a withhold of adjudication. If dismissed, you may be able to get it expunged. However, whether sealing or expunging, you still need to qualify for it. Which, among other things, means you can't have been convicted of anything else, anywhere at any time.
