can i change my plea of no contest for petit theft, so enter a program that was offered to me by the judge for commuitnity service, so that the charges will be dropped from my record?

Probably not. If you entered a plea knowingly, willingly, and voluntarily then you can not withdraw your plea just because a "better" deal may have been offered that you did not take. That said, it is sometimes possible, for example, where the judge did not explain all that is required to be explained. You should talk to an attorney to see if this is possible.
