charge modification
i was initially charged with felony fleeing and evading and the charge was modified to a misdemenaor after i served my sentence. I am filling out a college app and it asks me if i have ever been charged with or convicted of a felony. Do i need to answer yes ?

A charge can't be modified after you've already been sentenced, so I'm not sure what really happened on your case. I'd double-check it, but it sounds like you can safely deny being convicted of a felony. As far as being "charged with," you'd probably have to have a lawyer look at the court file or clerk's docket.
