can you be charged with the same crime in the same state ( Florida )but in different cities ( Quincy and Tallahassee )

Yes. A continuing offense, conspiracy for example, can happen in multiple counties. The only difference is that the "Attorney General" is prosecuting as opposed to the state attorney, in most situations.
