Charged in 1989 with possession of drug paraphernalia , Disposition: Nolle Prossed / Misdemeanor Intervention . Will this prevent me from getting a gun permit ?

Since the charges were dismissed, it should not prevent you. Getting it sealed would help in this and many other ways as well.
