New Charges
I would like to know if my brother was charged with two 1st degree attempted murder, and firearm possession, can charges be changed due to witness changing their story 3 years later?

Statute of limitations issues aside, the State can readily amend the charges to meet the elements of the crime(s) they believe they can prove.
