Clemency Rule 17
Are individuals' letters/email's to Governor Bush appropriate or counter-productive prior to an incarcerated friend's application for reconsideration (requesting commutation of sentence) of his clemency application of 12/04 (under Rule 17)? What about similar letters to the 3 members of the Governor's Cabinet and/or to the Office of Clemency?

Emails wont work. I dont think general character letters help either way.
