Can my community control officer tell me I cant work certain hours or too many hours?

You are subject to a number of restrictions on CC. It isn't a good idea to go head to head with the officer. If you want special permission to work hours outside the normal range you need to file a motion with the judge to modify the terms of your Community Control to allow you to work those times. Most judges will grant this if you provide legitimate proof of the hours.
