is it considered stolen?
my sister let someone borrow her car to run an errand, and he never came back with her car. that was 2 weeks ago. When would it be considered a stolen car.

yes it was stolen as soon as it was due back

This could be considered Grant Theft. See Florida Statute F.S. 812.014. It could be a third degree felony.

It was probably a stolen car shortly after the person did not return the car after it was due back. Your sister should report it as stolen immediately. Unfortunately, the police may decline to investigate or get involved as it began as a willful loan of the vehicle. They may claim it is a civil matter which you must handle on your own.
