No Contact

I am under a ''No contact'' order. Can I legaly turn off my satelite TV and cell phone service?

This is not the only phone available.

If I understand the question correctly, you have been ordered not to have any contact with another person which is often termed a "stay away order". If so, there is generally no language that would prohibit you from turning off your satellite tv or cell phone service. If you are suggesting that you are paying for the other person's service, I do not think you have to continue to pay for it and can shut if off unless it was specifically addressed and answered by the Court in the order.
