Legal Question in Criminal Law in Florida
i was convicted of a failure to report 8300 form got one year probation 19 years ago, im a still a felon and do my rights gets restored automatically including the right to own a gum.

Your rights are never restored automatically in Florida. You have to go through the process of getting your record sealed no matter how old the charges. However it is unlikely you are eligible due to the nature of your offense. I strongly suggest you contact an attorney in your area to see if there's anything that can be done.
