What is the correct way to do a motion to transfer to another cas that need to be resolved in another county?

More facts are needed to answer this question properly. You listed it under criminal law, and cases are not usually transferred to another county in criminal law. So, there is no proper way to transfer it. The State Attorney would have to agree to any transfer to another county.
