if you are cought with parafinalia while your in jail shouldn't you be repromanded ffor it while your in there? instead of having to turn yourself back in after released?

If you're serving a jail sentence then the jail has discretion to either administratively discipline you, or criminally charge you. Would need more facts to know what you mean about turning yourself back in.
