Some one has attempted to use my credit card numbers for thousands of dollars. It did not go through, my question is will they still charge the person that attempted to use my card?

Re: credit card fraud
The State Attorney's Office can charge a person for a crime that was unsuccessfully attempted. The SAO will need to be made aware of this "attempt." This is most often done by filing a report with law enforcement.
