If a person pled Nollo Contendre, can he appeal after a guilty judgement?

A person has the unfettered right to appeal the legality of a sentence regardless of whether there was a guilty or nolo contendere plea.
However, to appeal a legal determination of a judge (such as a motion to suppress or dismiss) the person must have reserved the right to do so and the judge agreed the issue was dispositive of the case.

Yes. Generally speaking, you have thirty days to file an appeal after entering a plea of no contest.
