Is it legal for the police to detain and release you, and not charge you with drug charges for drugs found in your possession, only for the purpose of black maling you into setting up your supplier

Yes. The police frequently flip low level buyers in the hopes of getting higher level dealers. Its not really blackmail because you will not be in a worse situation than you already are. My office is on Clematis St, if you are looking to hire a lawyer.
