If the District Court of Appeals has issued a per curiam order affirnming a lower court decision without writing a decision of their own would it be a good idea to request an En Banc Rehearing or just ask for a rehearing to contest the affirmation?

You can make those requests but it is EXTREMELY rare that they are granted. You have a limited amount to do either as a mandate will be issued within 30 days of the PCA.
