what does a dna match of 8 out 13 mean

DNA analysis and results are very complicated. Put simply, DNA analysis compares and matches particular sections of DNA that is extracted from an unknown bodily fluid to DNA from a known sample. The numbers you put in your question may mean that the analysis of the evidence sample matched eight sections of the known sample, which would be the suspect's DNA. But without further comparison to a population database (which would lead to results that say only 1 in xxxx million people in suspect's race would be a match), those results don't really mean much to a nonscientist.
