what happens when the victom wants to drop charges after the state has already filed charges.

It depends on the State Attorney's Office, the facts of the case, and who the victim is. Most State Attorney's Offices will prosecute certain crimes, like domestic violence crimes, with or without the victim's cooperation, if the case can be proven. Also, the State rarely gives preference to large corporations like WalMart or Bealls. Those cases are almost always filed regardless of the victim's desires. However, in some personal crimes like burglary, sexual battery, etc., if it is impossible for the State to proceed without the victim's testimony... then the State may drop or reduce the charge.
