Legal Question in Criminal Law in Florida
I would like to enter into a legal marriage of convenience with a friend to acquire in state tuition rates. We would not live together or be in a romantic relationship. We are both residents of the state of Florida and US citizens. I would like to know if marriages of convenience are legal or if this would be considered fraud.

I don't see how it would be illegal (unless you are defrauding your home state somehow for tax reasons, for example), however, I also don't think it's necessary to get married. If you're going to live in Florida to get tuition. Set yourself up as a Fla. resident and then when you are done with school move back. Residency is determined by where you call home. There are various ways to prove it such as a driver's license, voter registration, or even utility bills.
