expunged/sealed records

What gives certain employers (Law Enforcement) the right to access sealed/expunged records? How can I prevent old skeletons from reappearing?

Specifically, Florida Statutes outline sealing and expungement of criminal records. Expungements allow for the petitioner to "generally" state the event never happened. Certain governmental agencies will always be able to view every record including those expunged or sealed. Private companies and employers should not be able to access these records.
