my husband is keeping me from visiting or seeing my 7 yr. old daughter, no phone nothing from me unless i sign his divorce papers , not to change anything, give him full custody of our child etc. is this legal?

Absolutely not. Neither party has any greater rights over the child than the other, unless and until a court (judge) makes that determination.
I would strongly suggest that you immediately retain an attorney to represent you in this matter. If you cannot afford an attorney, you may find one who is willing to seek fees from your husband.

This is not legal. This also works against your husband should you want to seek custody of your daughter. You should look for a family law attorney and file an emergency motion to determine visitation rights and schedule. If you don't have the money, the attorney can ask the court to have your husband pay. Same thing with a divorce.
