can i file a criminal charge against a family member who robbed me and moved to another state afterward?

Yes, you could do so..
The only issue that you will have to deal with is that this would be a delayed report and as it is a family member you will be met with more scrutiny from law enforcement.
If the police will not do anything then you may be able to file the charges with the office of the state attorney.
Or maybe even a certified letter to your family member stating that he/she will leave you with no option but to file charges if they do not respond to your letter.
