filling out statements
should i need to fill out a statement if the police already have a tape?

Are you a suspect or possible suspect? If so, you shouldn't do anything without consulting with a lawyer. The lawyer will tell you that you should not fill out a statement (and shouldn't have given a tape).
Are you a victim or witness? If so, you should cooperate with the police in any way that will help them.
