How I fire my public defender ifI feel I am not being adequately represented, and do I have the right to another attorney free of charge

So long as there is no legal conflict, you actually don't have the right to choose which attorney you want. You only have the right to be adequately represented. Since you feel that you haven't been getting that, you should contact the head public defender (the one that was elected) and see if they can get you another attorney, but don't count on it.
