A person can do as much of a criminal background check they want. No law so long as they are accessing public records, which is just about anything these days.

As far as they want. Juvenile records will be expunged automatically when the person reaches the age of 24 except for certain crimes (sex crimes, crimes involving guns, and obviously kidnapping and murder).
