If you have a newly purchased laptop at your feet on the ground and a person grabs it and runs away, do you have legal right to chase, tackle and detain the thief? Or must you call police since it was not taken violently? Can the thief sue or charge you with battery?

You can't use force unless the person is threatening you or your family or unless the person is trespassing on your property. So, yes, you have to call the police. Could the thief sue you or charge you with battery? Yes, I guess so, but I don't know how good the case would be. Technically, you'd be liable and guilty, but I could still see a jury taking your side.

Highly doubtful you would face any criminal prosecution based on the facts you present.
