Is this fraud?
If a person uses a company credit that has that person's name on it and it was used for purchases other than the card's original intent is that considered fraud? If so are there statutes of limitations on filing a case?

As phrased, tough to properly address your question. If the person had a company credit card and made purchases that benefitted them individually that would be theft. The statute of limitations would depend on the amount/value of that which was received or taken.
