A friend Overdosed and no one called the ambulance. Are they liable the kid died and would not have if they would have called....

"They" could definitely face criminal charges depending on ALL the facts involved. This is also a federal crime with a mandatory minimum of twenty years if the feds decided to pursue it, and that is in addition to any state penalty. Whoever "they" is, needs to talk to an attorney right away.
