Legal Question in Criminal Law in Florida

My friend was questioned about a crime and was arrested for it. Looking back at his paper work I noticed something strange. The police wrote up a supplementary report on him a week before he was even questioned! I would like to know if it's legal for the police department to write a supplementary report on someone before they question them?

Of course it is legal to write a report before questioning a suspect. Just consider that it may be several days after taking an initial report and even doing some followup before questioning a suspect. The police must write down their reports as they proceed in order to properly memorialize the events that were reported to them or that they observed.
