Legal Question in Criminal Law in Florida

My friend was riding their golf-cart around the neighborhood and a cop pulled them over and said that someone complained about them riding their golf-cart around in a community area that isn't gated. The cop said if he sees them riding it again he will confiscate their golf-cart. Is there any possible loophole so they can still ride their golf-cart around the neighborhood without breaking the law?

A person can not drive a golf cart on any public street. This includes gated community. Now, if you're not on a public street, and you're not breaking any rules of the neighborhood, then you should be able to use a golf cart there.
