grand theft auto
In general if someone is given keys and permission to use an automobile, what is or is not considered theft if the vehicle is not returned. Is it based on time or other factors of the case. The case involves a family member borrowing a vehicle from a friend and not returning it.
The car was reported stolen and an arrest was made.

Sounds like the government will have a hard time proving criminal theft.
