Hit & Run statute of limitations

If an indiviual purposely hit an unoccupied vehicle and left the scene of the accident, without any injuries, then admits this to their ex-husband years later, ... can there still be criminal penalities or civil suits?

There is a statute of limitations for the offense of "leaving the scene of an accident." Meaning after the time has run it cannot be pursued criminally if he/she has not yet been charged. I don't practice civil law so I won't answer the last part.
