If a police officer is off duty and ends up killing someone while running a red light, would the police department be held responsible?

Not unless the department did something to cause the accident. You have to do something wrong to be liable.

If you work for Publix and on your day off you kill someone, would Publix be responsible? No. Same is true for the police.
