Legal Question in Criminal Law in Florida

My husband was recently convicted in Miami-Dade County of 2nd degree murder with no body, no weapon used in the crime. The crime was supposedly committed in 1993. Under the 1993 guidelines, could he still get life? My understanding is that the guidelines are 5-12 years without a weapon with an upward departure up to 30 years max. Is that true? Where can I look/review Florida Statutes?
