Identity theft
If a person steals your ssn# to gain access to your online phone account and bill, is this a crime and how would one prosecute the one who did it?

Yes....it most definitely is a crime. It is called identity theft and is being strongly prosecuted by both the State of Florida and the federal government. There are websites online which can provide information on how to protect against identity theft and what to do if a victim.
