Is it illeagal to leave a dog in the car unattended?

Not necessarily. It depends on what the temperature inside the car is, the size of the dog, its ability to get fresh air/breath, and whether it appears to be in distress. Any criminal act would fall under animal neglect, which is a judgment call.
